what is the most effecting smokeless cigarette or "e cigarettes:?
Do you mean what is the most "effective" e-cig?
That would depend on what you expect out of it. "The Best" would totally depend on your needs as what I think is the best for me wouldn't necessarily be the best for you and would cost and availability be a factor. There are too many variables.
Check out some video review on youtube and read up on them a little on some forums.
